RE: Parental Request for Traditional Math Class

Dear Mr. Parker:

     Thank you for your letter of August 2, 1999. I am afraid after reading your letter that there is some confusion or misunderstanding about the "connected math" class and the "traditional math" class. The issues about which you express concern deal with the textbook, solely. Further, all shortcomings regarding satisfaction of the TEKS requirements pointed out in your letter deal specifically and solely with the textbook. As you also pointed out in your letter regarding a traditional math class, the curriculum encompasses much more than just the math textbook.

     As I am sure you are aware, the Texas Education Agency, at the request of a parent in the parental group you represent, reviewed the specific complaints you make and looked at the overall compliance of the proposed math curriculum with state requirements. The Texas Education Agency reported that Plano Independent School District ("PISD") had gone to great lengths to ensure a fundamentally sound math program was in place and which satisfied all of the essential elements and essential knowledge skills required by the state.

     In essence, the parents are requesting a different "methodology" to teach the same subject matter that is currently offered. As I am sure you are aware, the federal courts have consistently rejected the notion that decisions on methodology are the purview of the courts or necessarily the rights of the parents. Traditionally, methodology of instruction, so long as it complies with state or federal requirements, is left to the professional educators.

     Your proposal would require drafting a complete new curriculum for a math class which accomplishes the same goals, objectives, and essential knowledge skills provided by time program already available within the PISD.

     Nevertheless, in my previous conversation with Mr. Tom Stack, I had requested and he agreed to provide the specific petitions requesting an alternative math class, including the language that parents signed, we have not yet received those. Alternatively, we seek your consent to discuss with those parents their intent and understanding in signing the petition to determine the extent of the support for your proposal.
